Transportation efficiency is a must when it comes to maintaining the commercial supply chain and for the convenience of the residents of the city. The city of London had been facing this problem for a long time. At peak periods, the average speed of a vehicle was 10 miles per hour which was even slower than a horse driven carriage. It costed businesses of London £2 million or $3 million every week. The congestion problem was a contributor to environmental and economic problems. A solution was proposed by Road Charging Options for London ROCOL, that there should be a congestion charge. The City of London would charge a fee on the vehicle that enter heavy traffic sections of the city during the peak hours. The city started charging drivers who entered the highly congested areas of central London between 7 AM to 6:30 PM had to pay a fee of £8 by midnight. Certain types of vehicles such as ambulance, buses and taxis were exempt of these charges. Drivers had various options to pay the charge such as SMS, telephone, prepaid mail service, or in-person kiosks that were set up at various points of the city. There was a £130 fine for failure to pay the charge. This project required use of latest technology and Information systems. Firstly, 700 cameras were installed at more than 200 sites of the high traffic area, to capture a picture of license plates of cars entering the high traffic are during the peak hours. The city transmitted these pictures to a data center where with the help of automatic number plate recognition technology the photograph is converted into number plate data. Drivers who failed to pay the charges would receive the fine via mail. This project had several risks associated with it. The project was on a tight schedule, it needed to be completed on a tight deadline to finish multiple requirements and to minimize the inconvenience to the commuters. Technology was a big risk to the project because the very s
