Londoners didn't know how to deal with the traffic, and it was causing them to be late for work and miss appointments. The city decided that they needed a solution. They decided that they needed to implement management strategies to help with their traffic jams project. One of these management strategies involved putting in more roads for cars so that people could get through faster. This worked well for a while, but eventually people started to complain again because there were too many cars on the road.
