Impact and Benefits of Legislation: Explain how legislation can address the challenges faced by your assigned marginalized mental health clients and promote positive change. Emphasize the potential benefits of legislation for your assigned marginalized mental health clients, healthcare providers, and society. Legislation creates policies, controls a structure's or institution's conduct and behavior, access to mental and general healthcare, increases housing and other services, and prepares and executes local, national, and state laws. One example of the impact and benefits of legislation includes the Homelessness and Behavioral Health Care Coordination Act of 2023, which improves services by requiring the Department of Housing and Urban Development (HUD) to provide access to services such as mental health care, substance use disorders, and behavioral health care to homeless individuals that are seeking assistance by way of awarding grants to local governments (118th Congress, 2024). This is an example of legislation that addresses the challenges facing the homeless population. This promotes a positive change for the homeless population because having access to these services can decrease their risk of death and help treat mental illnesses that the homeless population may be battling. A second example of the impact and benefits of legislation includes the Ending Homelessness Act of 2021. This Act provides housing vouchers for homeless individuals and their families, funds for outreach and coordination services, and emergency relief grants for the areas with the highest need (117th Congress, 2022). This legislation helps those individuals and families who are homeless to live in government housing instead of being homeless. This promotes a sense of safety and decreases those living on the streets. Government housing can also reduce the amount of mental illnesses that develop from living on the streets. Current Proposed Local or National Legislation (Within the past year): Identify current proposed local or national legislation and explain the implications for your assigned population A bill was introduced to the House of Representatives on January 21, 2025, titled H.R.577- Treatment and Homelessness Housing Integration Act of 2024 (119th Congress, 2025). This bill is still pending. If passed, the HUD will provide 10 financial grants to Certified Community Behavioral Health Clinics to cover behavioral health, mental health, and substance use disorder treatments offered to homeless individuals (119th Congress, 2025). This bill would provide a positive outcome for those who are homeless by providing access to equitable treatment for mental health, behavioral health, and substance use. Providing this treatment to the homeless will decrease the risk of death. It can help manage severe chronic mental illness symptoms, allowing individuals to function in society appropriately and obtain employment. This ultimately can decrease the homeless population. Call to Action: Encourage viewers to support legislative efforts and advocate for policies that promote diversity, equity, and inclusion in mental health care.
